HARRISBURG, PA – September 25, 2026 − Today, PennDOT Secretary Michael Carroll joined State Senator James Andrew Malone (D-36, Lancaster) and local leaders in East Hempfield Township and Conoy Township to announce two Multimodal Transportation Fund grants. The funding will connect Lancaster County residents by helping both municipalities replace aging bridges:

  • East Hempfield Township was awarded $2,813,000 to help replace the bridge that carries Church Street over the Amtrak.
  • Conoy Township was awarded $1,140,036 to replace two bridges on Governor Stable Road.

These projects are two of fifty highway, bridge, aviation, port, bike, and pedestrian projects across Pennsylvania that were awarded funding by the Shapiro Administration in the latest round of Multimodal Transportation Fund grants. As part of his ongoing commitment to connecting Lancaster communities and supporting local municipalities, Senator Malone was proud to have supported both townships’ grant applications.

“As the former mayor of East Petersburg Borough, I know how hard our local municipalities work to stretch resources and maintain infrastructure and services for Lancaster residents,” said Senator Malone. “Since day one, I’ve prioritized getting out into every community in my district to hear their needs and work with them to fill in gaps. I’m proud to see both of these awards come through.”

“It’s particularly special to see the bridges on Governor Stable Road in Conoy Township receive funding because I grew up in a rural area like this. I want constituents in my district to know that their community and their needs matter, regardless of size. I’m thankful for the Shapiro Administration and Secretary Carroll’s partnership and willingness to make investments in Lancaster, like the grants we announced today.”

Last year, Secretary Carroll visited rural Conoy Township at the request of Senator Malone to discuss aging bridges on Governor Stable Road. The failing bridges threatened residents’ access to timely emergency services, but the township did not have funds available for costly repairs. Today’s grant announcement is the culmination of Secretary Carroll’s initial visit and Senator Malone’s continued support for East Hempfield and Conoy Townships’ requests for PennDOT assistance.

“The Shapiro Administration has awarded $50 million this year for multimodal projects across twenty-seven counties,” said Secretary Carroll during the press conference in Conoy Township. “I am thrilled that Lancaster County is among those twenty-seven, and I’m especially thrilled that Conoy Township is one of the townships that is a recipient of these funds.”

“We’re here because rural Pennsylvania deserves advocacy and representation that is efficient and effective. It deserves a Secretary of Transportation and Department of Transportation that meets the needs of rural Pennsylvania. Just like we do for East Hempfield Township. Just like we do for the cities of Pittsburgh and Philadelphia.”

In addition to advocating for these local projects, Senator Malone supported connecting all Lancaster County residents by voting for the 2026-27 state budget that allocated $775 million over the next two years to repair local roads and bridges across Pennsylvania.
